One flat assertion, presented as a challenge nobody asked for.

The comedy is confidence out of proportion to the claim. It works best for opinions that are either trivially obvious or completely indefensible — never for something arguable, because an arguable claim just invites an argument and the joke evaporates.

The text goes on the sign, and the sign is photographed at an angle on a table. The caption box carries a rotation to match. Flat text on this template is the single most common tell of a meme made in a hurry.

Keep it to one line. It is a placard, not an essay, and the humour depends on the claim being small enough to fit on one.
